Weird Ruffled Hide Spike Buck

All year this spike has had a "ruffled" hide. But, recently it has gotten much worse and now he looks like a two-toned truck.
What gives with this buck?
This is between San Marcos and Wimberley.

He definitely did. Kinda looks like a nappy headed teenager.

I thought the same thing about blowing his winter coat but I haven't seen another deer like that around here that I ever remember.
He just must be an oddball for around here.
