I don’t have any dog in the fight, but I’m curious as to how that is even remotely legal?

I was a Boarding Officer for the USCG for a few years. If your boat is floating in "navigable" waters, they don't need a reason to stop you and conduct a Safety Check on you and your vessel. There's so much grey in the books, they can turn your boat inside out to "ensure the integrity".... Just sayin.... Follow the rules, be courteous and you shouldn't have any problems.

They are not considering it a search. They are doing a Safety Inspection. Any MSEO has the authority to stop for sole purpose of a safety inspection.

They did my boat in Sabine r channel. He checked all my safety equipment on my boat. Then he went over there to my horn switch, that was going to be a problem it didn't work. So when he pushed the button I went honk honk. He looked at me laugh pretty hard and said get that fixed. Have a great day
