    Is it Illegal?

    Would it be illegal if a person was to buy an AR lower and then build it with all the necessary parts/etc then sell the rifle to someone. Would that person be a manufacturer?

        If it fits their agenda then yes...You'd be in trouble.

        We all know how much they exaggerate guns and ammo 100% of the time when they raid a house.

          if you built it with the intention of selling it, that would be manufacturing/dealing without a license and be illegal.

            I think his question is, you built it in 5.56. Then decided you were queer and wanted one in 6.5 CM and sold it. Is that illegal?

            Essentially is building a gun and later selling it going to be framed as “manufacturing and sale of firearms without a license”?

              I think RiverRat has it correct. Technically as you described it, you are not manufacturing it but they will portray it that way to suit their agenda.

                Legally, you can build/assemble firearms for personal use all you want.
                They would have to prove you built it with the "intent to sell".
                Or rather you would have to prove your intentions in today's world of Guilty until you Prove your innocence.

                  I think its more likely that this guy builds and sells numerous guns, therefor making him a "dealer" and subject to those laws. The lower carries the serial number so the "gun" part is manufactured by whoever built the lower. The "agenda" in this case is more likely did he know he was selling to a person denied a gun purchase and take a reasonable precaution? Just my speculation anyway.

                    I don’t think so. The actual “firearm” is the lower receiver, so it was “manufactured” before you got it.

                    If it was an 80% lower, things could get tricky.

                      Manufacturing and assembling are two different things technically speaking. Now we all know that just like the dodo bird, common sense is extinct. Laws and how they are interpreted do not always have common sense applied. Especially when it comes to firearms.

                        Building them is considered manufacturing, building them to sell as complete is where you have to have a FFL license.

                            If you buy a gun with the intent on selling that gun then you need a ffl. If you buy a gun and decide later you do not want the gun you are free to sell it.
                            So just like Hillary....guys like Comey can apparently decide what your intent was past tense.
