Well folks I am sorry to say but this may have a crappy ending finished removing the concrete from the top plate and it will not budge. Must be a bottom plate as well.

Don't let this distract you or get you down. the concrete will bond to the cylinder regardless if there are tabs or not. The tabs just make it harder to pull out.

The idea of cutting a slot and rotating head until you can cut all the pins sounds like the best suggestion yet.
