FIL is remodeling a rent house for his new tenant and brown paneling look is not as modern of a look as the tenant is looking for. So he told her that he would texture it and paint dover white.
I didn't think it was the best idea and would like to hear other ways or options.
I've done it in a rental before too. It in my experience isn't the best option.
Most of the time in houses we've bought there is sheetrock behind it. If they didn't use a ton of glue we've been able to tear down paneling and fix sheetrock easier.
I brought this up myself sometime back and suggested covering with 1/4" sheetrock and was told your switch plate screws probably won't reach the electrical boxes- the electrical boxes will set too far back into the wall unless you reset all your boxes.

They sell longer screws for these kinds of things.
I've actually done this on 3 different customers houses. All were very happy with outcome. One off the houses was done about 10 yrs ago. Still looks great.
