Since most LE agencies have or are moving away from the 40 and 9mm Ammo has gotten better and better over time, the 40 sales have fallen flat on their face.

One gun manufacturer I do some work for has stopped producing 40 caliber guns nearly all together. Sales have been in the toilet for the last couple of years so they are concentrating on making what sells.
