Dig down about a foot and cut off the top of the root/stem. Take a beer/coke can and cut the top out of it. Stuff it half way full of paper towel and fill with diesel. Flip over and place over top of cut stem. Fill hole back up.
I had an old man tell me years ago that the only way to kill bull nettle was to cut it off at or just above the ground, put a coffee can over the stem/trunk/root, and put a bigass rock on top of the can. It worked for me.
