As far as blocking the wind that would need to be handled on the second or third layer. For walking and jogging in temps around 35-55 degrees I like wearing the old school thick sweat pants with elastic at the ankles, same as the top. Gotta keep your head warm with a beanie, I have figured out that for me, I can regulate my body heat by removing my beanie to cool off. Mittens are better than gloves. Like someone else mentioned it depends on your metabolism. Its always easier to remove layers as you need.
