?What’s the life expectancy of a knife sharpener???

Do the white ceramic rods ever where out?

They definitely change color as expected but does that mean they’re ineffective after a certain amount of usage or time?

Buy a norton fine India stone and you will likely never need another in your lifetime. Learn to use it well and you will never want one of those dual rod sharpeners again.

When in doubt, throw it out. Just get another. Get several. They are cheap!

I don't have an answer but maybe someone will come along shortly and actually answer the question.

Use it often and clean it every once in a while with a toothbrush and warm soapy water. Will last almost forever.
