We always used the Hip Pocket rule for guests. Guest has to hunt with a lease member and can only shoot if given the go ahead regardless of species.

Hunted with a TBH'r this year out in West By God Nowhere Texas, someone was with me every sit. No issues.
A member has to be responsible for his guests actions.
Tough call but rules matter, or why have any rules?

Ain't no way I would kick my best friend off a deer lease because his brother in law screwed up. I would not let anymore guest hunt before I would loose a friend over a deer. Deer are born every year, but true friends are hard to find.
