Another "Is He Legal" Threads

I've seen this guy for a couple of years now but he is very elusive with only nighttime pics. This year I have about 50 shots of him but never directly in view of his spread. He is definitely a mature deer and one I feel needs to be taken but with the AR in my county, does the Green Screen think he will make 13"?

From that pic, he doesn't look old to me, but if you have been tracking him, you know. I wouldn't shoot him do too AR.
