I need some hvac engineering done in southeast texas

I am having some severe condensation issues and need a company to come out and make recommendations and/ or bid on the job. We are located in Liberty so if you know of anyone in Beaumont, Houston, Baytown area please let me know. It seems like the mechanical engineers I find on the internet only want to deal with refineries.

Please explain the condensation issue

The issue is all of the insulation on the duct work is saturated to point of pouring water on the ceiling tiles. All of the vents are dripping water. I have this problem in two different locations in the building. I have had several different a/c companies look at it and all come up with a different cause and solution which is why I would like an engineer to look it over. I don't want to spend money on something that will not solve the problem. I know the insulation has to be replaced but I need to find the root cause. Hope that explains it a little better
