Question for Disking in Wheat & Oats

I used to disk, then smooth out with my homemade chainlink drag with a iron angle iron weight. Then broadcast seed and drag again.
Then I broadcast fertilizer on top.

But oats and wheat come up pretty easy on any bare soil.

Just enough soil to germinate, 1/2 in. Don’t go over 1 in.
