It seems like that maybe an injury during growth. Like he smashed up against something and it threw his right beam off kilter.

Never hunted in antler restriction counties so I have never looked into their rules and regulations...

With that said, the last line on there says 2 buck bag limit, but only 1 can have a greater than 13” spread... he would not make 13”, but if you killed another buck that was over 13”, would he then be legal?
