Just out of curiosity, how much value on the property stolen. A little known item is that under Chapter 59 of the CCP Forfeiture of Contraband, that vehicle they are driving might be subject to seizure. Now that won't help the victims, but the money would go to the local law enforcement agency, and more importantly the POS thief will be out of a vehicle. The amount stolen has to amount to a felony amount. I spent a lot of time doing seizures back in the day and they can be a pain, but sometimes losing that vehicle is the biggest punishment the thief is gonna get.
