Phill goes Daly the Old Rules Chairman was not paying attention but I would say 2 for altering the roll a ball in play, 2 for holing after that crap, 2 for conduct detrimental to the game, then DQ him. I might even let him finish and the DQ him before he got to enter the scorers' tent.
