I think you picked the right idea, but what if (to offset the prison look) you shorten the panels so they don't go all the way up. I know it's done but wouldn't take much to cut them a foot up and put a top rail on them. assuming 1 ft is enough to top the jumping.

maybe continue the same height as the other structure in the background.

Im just gonna plant some vine an let it grow up the panel on the back side.
