Looks like at least one if not a few neutrals have burnt in two, and starting touching a separate neutral, which has caused that neutral to be overloaded, its hard to tell from that image. But that would explain why several outlets were working intermittently then started working again. Sure way to tell is to pull that broken neutral away and see if those outlets that were giving you trouble are no longer working. Or if you have a meter you will have voltage from hot to ground but not hot to neutral.
