They are targeting the businesses that bank with them. For instance a pawn shop or gun store. Citi is basically saying that if you are a customer of Citi, and sell guns in your business, you must then prove to Citi that you don’t sell to anyone below 21 and that you performed a background check on them. It will also apply to any Citi credit card they issue (if you walked into a gun store that doesn’t bank with Citi, but that gun store offers you a Citi credit card to charge your purchase on)
