2-4D will kill St Augustine if you mix it strong enough to kill any weeds.

I think 24d with a good surfactant will do the trick. And don't use liquid hand soap
Get one made to use 24d. when its cold it takes a lot longer for the chemical to work.
a lot of grass and weeds have a wax on the leaves and the chemical by itself just runs off. Spray it and wait several days to a week and then give it another dose if needed.
Once it is up and growing its going to take at least two applications to get all of it.
Then next winter about Jan start watching for it and then hit it then while it is young and tender

Just be very care full with 24d if you have any gardens growing close to you I wouldn't use it much longer because it will move some on hot days.
