Crazy story from Montgomery County (sort of hunting related)

My brother hit and killed a huge hog on FM 1314 between Porter and Conroe last month. He called the county to have them move it off the road so no one would hit it and have a wreck. The dispatcher kept asking for his address. He didn't give it to them but they kept saying they needed his address but he refused to give it...he only gave them the location of the dead hog. Anyway.....about 3 months later he gets a bill in the mail at home from the county for "Animal Carcass Removal" for $95.00. WTH?

What kind of crazy stuff is that?
