I think they do it so you go back and make sure you did not forget to install a piece. Cruel sense of humor.

That is missing from the two wheel dolly I ordered 3 months ago. I just got the replacement last week.

Fitting I just went to use my Torx set and it is missing the nut that holds the drivers in place.
