I also want to be clear. There were multiple situations that happened very rapidly. The FBI agent shot first at the truck, hitting it once and missing it. Then Lavoy got out of the truck and reached for his pistol and was shot by Sheriff's deputies. The deputies were cleared of any wrong doing as they were acting in accordance with proper procedure. The FBI agent that initiated the shooting was the one who escalated it all and who all of this is falling back on now.

Longer answer, the BLM (that is Bureau of Land Management not Black lives matter) came in 20 years ago and said there was an endangered tortoise living on that land that needed to be protected. BLM, then jacked the lease price beyond what Bundy was willing to pay, they goal as I understand it was to push him out and protect the tortoise. He refused to pay and racked up over a million bucks in fees and fines over those 20 years. BLM showed up to catch the cattle and sell them. That is what started the whole deal.
The Bundy sympathizers like to say Harry Ried sicced the BLM on the ranchers so he could get the rights to the water. I don't know if that is true.

Under BLM permits first been issued in 1954, Bundy grazed his cattle legally and paid his grazing fees on the Bunkerville Allotment until 1993. In 1989, the federal government declared the desert tortoise an endangered species and began negotiating a habitat conservation plan in Clark County, NV to meet the needs of both the tortoise and the people, such as Bundy, who were using the land. This included the elimination of livestock grazing and strict limits on off-road vehicle use in the protected tortoise habitat. In 1993, a permanent conservation plan was put into place that more than doubled the conservation area, and included the Bunkerville Allotment
Yea it was over kind of over a tortoise.
Keep in mind that the Feds already own 84.5% of Nevada. It was about money, and control. And maybe a little about a tortoise.
