minisplit fan not turning on

our outside unit on a Pioneer minisplit was flooded this year. I hooked everything back up and the inside unit runs but the out side fan does not kick on when increasing or decreasing the temperature. Would this be the compressor ro do they have a capacitor that might have gone out. The breaker was shut off at time of flood. Fan spins normal with no grinding.

if the fan doesnt come on...it could just be the fan..
compressor has a capacitor for it.. but is independent of fan.

any simple way to test the compressor and make the fan kick on, to see if it works?
