Does ebay prevent you from leaving feedback if you get a refund?

I ordered some arrow shafts, and they sent a lower quality shaft than was described. I sent them back, and I got a refund, but I can't find a way to leave feedback. They tried to pull a fast one, no apology, and I needed them last week. No wonder all the merchants have 99.6% positive reviews.

You can but you have to do some digging. It’s not where it normally is to leave the feed back.

I think on a refund order, the seller usually cancels the order as if it never happened. so no feedback.
