Who does or has hunted over a decoy?

How well does hunting over a decoy really work? I've been kicking the idea around about getting one and trying it where I don't have any feeders in place.

Do they really only work during the rut?

Yes, I've seen it work during the rut, but proper set up and use of scent is a necessity.
Just remember, too much of a good thing isn't always the best either.

I hung an old shoulder mount in a mesquite tree last year. It worked like a charm. It got thrown out of the tree by another buck.
