T Bone Tom's in Kemah has a good one. And their cream gravy is also very good.

Not a traditional CFS, but the chicken fried short rib at Jack Allen's Kitchen in Austin and Round Rock is awesome!
They take a big beef double short rib (one rib bone, one full piece of meat on each side), braise it tender, then batter and chicken fry it. It will put you to sleep in the booth with a smile on you face.
Price is good for how much volume and flavor you get.
