He can do what he wants, but responsibility to do something is his . . I do nothing and my insurance has its limits . . However his insurance is unlimited as regards my damages . . OK . .

if I received such a letter I would write back granting you permission to access my property to remove the trees.
That way, if the trees fell after you chose not to do anything then you could share some culpability

If one has a healthy tree and an act of God brings it down on neighbors, neighbors insurance pays. If you know the tree is dead, or has dead branches, and does nothing about it then the tree owner is liable.
