This is true, and for every story of bad guys doing bad stuff, I have heard 20 stories about good people helping each other out, including risking their lives to save strangers. Has been pretty impressive.

It's not the event exactly. It's the event causing low life scum to realize LEO's are busy saving lives and they jump at the chance to steal.
