I worked for FEMA for many years. Here's how it works. You register for Disaster Assistance. If you have any type of insurance that cover's anything you have to go through that process first. Including temporary housing assistance otherwise known as Additional Living Expense (ALE). Once your insurance is done then you send in what you got to FEMA and the send out an inspector. If there are issues that would make your home uninhabitable that aren't covered by insurance then they step in up to a certain amount set per household. It doesn't cover your luxury items and things beyond necessities to live safely. You can always appeal their decisions which is a process. If any of the damages to your home are deemed pre existing condition or known as deferred maintenance then you don't get help for those things. It's to get you through until you can find a new place or repair your's to live it in safely. It's a bandaid. It's not meant to be a full replacement program. There is the small business administration that offers low interest loans that can help replace everything and that's based on qualification and is longer term and lower interest than conventional loans.
