Old saying in the military--"The commander is responsible for everything his units do or fail to do." If things were slack and subordinates weren't making sure all the I's were dotted and all the T's crossed, because of the command climate---well shame on the commander. Soldiers, sailors, airmen, and marines do best what the boss checks. Sounds like the boss accepted less than stellar performances and now there are consequences.
Ok-semi rant over. I feel for the families of the lost sailors, just thinking about a military sedan pulling up in front of their house and an officer and a chaplain getting out and coming to the door - - - makes me tear up a bit.
