Egr/dpf delete amd emissions

I asked my regular mechanic today when i got new batteries if they did the deletes. He said no amd that as of september 1 we were going ro start getting emissions tested again. Is this correct? I really want to delete mine before too long, after 100k miles, but not if they are changing the laws. Anyone know anything about this? I asked him if it was every county in the state, and he said yes.

Only thing ive found was "The following vehicles are exempt from emissions testing:
Vehicles under 2 years old.
Vehicles older than 24 years old.
Diesel-powered vehicles."

I cant speak for your county but I can tell you 100% its not for every county in the state
