Looks from the news story that this was a contractor working on Magellan's line. If so, they were probably looking for the line that they cut. 811 wouldn't have changed the outcome, whether called in or not. I'd be more concerned about a backhoe operator that can't tell the difference between a tree root and a steel pipe. Also, I've not seen lots of tree roots in pipeline ROWs. They usually get cleared and grubbed pretty well.
