I don't see anything in his mouth. I can see both his left and right wing so from the looks of it he was just flying up and you caught him mid-flight.

Or maybe he came in weed high and is going to post up on top of protein feeder to watch for a meal

It looks too me like he does have something in his beak. It kind of looks like a long piece of intestine from a small animal or something. It appears to be coming out of both sides of his beak and goes down a few inches at least.
