    Yep

Not like a homemade trailer, GW inspects homemade boats

I don't know how they establish value on a kayak but on both travel trailers I bought the value (I assume NADA) was higher than what I paid and that's what the taxes were assessed on.

He still hasnt mentioned if he planned on using the motor, because this is the big question. If he doesnt plan on using it, there is no need to bother with swapping the title and all he would need to do is remove the numbers/sticker. If he does plan on using it, he will need to swap it over. Having the correct title would make selling it (if he ever decides to) easier if the new owner wanted to register it though.

When I registered mine in 2012, they charged taxes off the Bill of Sale becuase they couldnt find the info in their system.

Looks like TPWD still uses bill of sale numbers for tax purposes

Tax and Bill of Sale Requirements

                  Boat and Motor Tax:

TPWD is required by law to collect tax for vessels/boats (65 feet or less in length*) and outboard motors purchased in Texas or first used in Texas on or after January 1, 2000. The tax rate is 6.25% of the sales price. Tax is assessed at the time of registration/title transfer and is due within 20 days from the date of sale or date brought to Texas. Applications filed later than 20 working days are subject to tax penalties and interest. A bill of sale or invoice is required for every transfer of ownership. Trailers are handled through your local County Tax office and the price of the trailer must be separated from the price of the boat and motor. One of the following is acceptable to meet the bill of sale or invoice requirement:
