                              To answer your question:
                              How long ago was it mounted? If the skin was tanned It is possible but no garauntee. A tanned skin can fall apart, when attempting to rehydrate, if it was not neutralized properly after the tanning process... Most won't though but the chance still exists..

                              If it was "dry preserved", which if it's that horrible it sounds like short cuts where taken so there is a good chance that it probably was, then no it cannot be fix..

                              Side note:
                              This "fix", if even possible, will be expensive too.. It's a huge amount of work for a taxidermist..
                              It's much cheaper to spend extra up front for quality.
