Had the same deal happen on my truck a couple of years back. Same legal tint has been on it since 2011 and when I took it in to the same place as the year before he failed me. I left there and drove straight to a tint shop that also does inspections and had him check it. Passed no problem and this guy had no dog in the fight as the tint was done in another town but he couldn't do my inspection because I was tagged in the system.
Waited 10 days took it to a 3rd shop and it passed no problem, got my sticker/paper and went on about my business.

The law changed Jan 1 2017 regarding window tint, third brake lights an mirrors.
We are now required to check tint with a light meter as part of the inspection process.
I know it's a PITA but we gotta do what the man tells us or we get fined.
Not the shop, the individual inspector.

Been there done that, buddys full size 94 blazer has double layered 5% limo tint on it. Somehow the fuse is blown every time he rolls the windows down when he goes to get it inspected.
Roll the windows down, pull the fuse for the window motors, 100% pass ratio, never fails lol heck he'll plug the fuse back in as hes getting in the car leaving the place

and so are the road side sniffers on the entrance ramps. I used to go full throttle through them with no cat, no muffler, and I never got a ticket.
