Well now she wants a new car but I am sure we will just un-tint the windows and save some money. It's just frustrating when you try to support your local small businesses and and after three years there is suddenly an issue. if it would have come up year one or when we brought the car from another state that would have been fine.

Peel the tint of the front two windows and have it re-inspected.

The person doing the inspection can be arrested, taken to jail for booking, have to go to court and be fined. I know a guy that this happened to and he said it cost him in the tune of $25,000 plus he now a an arrest record. Be mad at the law not the shop for following the law.
Plus the shop doesn't know what you did to the car yesterday much less the previous years.

From what I've read you can pass inspection w/anything lighter than 20% but get a ticket for anything darker than 25%. Doesn't make sense! Did he measure it w/the device that slides over the window or just guess it's too dark? Scrape off tint from front 2 windows & be done. Or is the windshield tinted, too?

Just the windshield, drivers, and front passsenger windows are required the "no more than..." % window tint. You might ask a tint shop to do a re-tint. And make it a "legal tint" on just the front windows. It might give you a discount for a re-tint than to just remove it.
Some cars will have darker factory tint than others. That makes the after market tint darker when it's all done. Have them test it before you leave. If they don't want to go that route, find another shop that will do it right. I've got 3M %80 on my rear passenger and rear windows. But had to go with a lighter 3M tint in the front drivers and front passenger to stay legal. And I have no emissions test being my truck is over 24 years old. Just the safety test. The lighter tint in the front still works great! And my valuables in the back are hard to see unless you get right up next to the window.
