I got a notice from a debt collector saying that if I send a payment by check, that gives them authority to withdraw a one time payment from my bank account. Can they do this? I'm having a hard time catching up with my medical bills from my heart problem back in December.

Never, ever ,, I mean NEVER give them access to your checking accounts.
They are the scum of the earth, if their mouth is moving, they are lying. They will rob you till you are blind.
Offer them .40 cents on the dollar, then request a letter stating the account is cleared... THEN send them a money order or cashier check. Save that letter for the rest of your life.
