Yep. I think it is comical to think that the government that gave the tax in the first place, somehow wrote themselves out of that tax.
By the comments a person might believe that 100,000 people marched on the state capital and had a 30 day siege and the Senate gave in.
The way I read the bill (and I might be wrong as it is so long and convoluted) is that they are getting rid of the inspection but keeping the fees to be paid at the time of registration. That is, nothing goes away except for someone reviewing your vehicle. You pay for an "inspection" that never happens. They save money by not having to run the inspection program.... in some counties.
The bill that the Senate passed has a new section in the vehicles laws called "Inspection Program Replacement Fees". That lists the fees to be charged when the registration is renewed.

Why don't you drive around without all of the things you mentioned?
Maybe make a live thread out of it and take us all the way to the judgement of the court?
Pretty sure you have to have a license, insurance, inspection and registration currently
Matter of fact, I doubt you can get 3 of the above without the 4th
They ask me for insurance when I got inspection, registration and I think license renewal
