Western Coachwhip. What some call a "blue racer" is a Yellow Bellied Racer. There are different color phases one being a blue/grey the other being bright green or olive green.

It may be entertaining until it's YOU they're chasing! I stepped on one while dove hunting and that sucker chased me around a water cistern six times while my buddy rolled on the ground laughing. It would have been funny if it weren't me!
