This is all a part of widening access for the new HEB? So the bridge has to be larger to access as well? Did they start too early to be sure they didn't hold up the HEB opening and now they are ahead so they are chilling waiting for building construction? Should have had the crew that worked on the Walsh ranch road project they finished in a few weeks a year before the development started.

More than likely it's a TxDot project which typically has early completion incentives for completing bridges ahead of schedule. If the contractor is demoing roads the length of the project he is trying to bill or invoice a pay item called Site Preparation which I believe is either 5 or 10 percent of the contract value. Meaning he has some extra funds he is trying to get his hands on. Lots of TxDot contractors load all the money they can into mobilization and site prep items.

There are many reasons like weather or they are having supply problems obtaining D.O.T. approved materials. In most but not all cases these construction contracts go to the low bidder. Contractors get paid for completing phases of the project. Depending on the size of the company some hustle from job to job only completing what they need to get paid to so they can pay their bills. This may involve moving equipment and crews around which adds to the timeline.
Other times the paving contractor is waiting on a different contractor to complete their phase of the project before they can pave (electrical or other). Also they may be waiting for a state/county/city inspector to approve the work they have done so far.
These contracts have a critical timeline to complete them with penalties for going beyond the time allotted for completion but not all include incentives for finishing early.
