So the story behind is she bought it without him knowing. When he gets it it doesn't have a title, DMV says the trailer is homemade and no title so it has just been sitting because he says it was going to be a lot of trouble to get it all lined out so he can tow and use it. He bought a new boat but I was hoping to find the old owner to see if we can make the process a little bit easier.

Used to be that easy but not anymore. Have to go to tax office and buy a temp plate, use temp plate to take the trailer in for inspection, if it is in fact homemade they will issue a serial number, if it is in fact not homemade they will confiscate the trailer.
If they gave you a serial # then you go back to tax office for your permanent tag.
