    Best plan of action for puppy locked up next door

    Our office is a shared residential and commercial road. Neighbor bought a little puppy, looks like a hound breed to me. Poor little guy is locked up in a rusty kennel all day, was there when I got to work at 8am, was there when I left at 6:30pm. He cries nonstop and I can hear him through the walls. I checked on him this evening to make sure he had water/food, he had some water in his bowl, healthy pup, begging for some love. It's odvious they lock up the pup during the day while they go to work, understandable. But the crying is getting to me, like nails on a chalkboard.
    How would you handle it?

    Part of me wants to ask the owner if i can take him in during the days, other part of me wants to ask if they can put him inside their house instead of the backyard, or should I put on some music to muffle the noise and forget about it?

    From my experience young dogs in that environment normally turn into barking whining dogs their whole life. Which means that dog will probably always bark at everything as he gets older. Mostly because they are bored and lonely and if the person doesn't have time for him now, they wont spend much time with him when it gets older. Allowing the dog to stay in your yard would be awesome if you wanted that responsibility and have that kind of relationship with your neighbor. Chances are if the dog was in your back yard and could just see you through your window or back door, that would help with the whining and loneliness that the puppy is going through.
