      Big cities like Detroit, etc. should be able to run their municipal governments the way they see fit. But when those cities go 'bankrupt', who is it that picks up the tab?
      In this situation, I believe the market will work itself out and dairies will either relocate or those in other states will grow and benefit. The milk prices may stabilize in the long term for even those loonies living in California. However, California will be the big loser by losing a lot businesses related to the dairy business and all the taxes they would have paid.
      The alternative is a central government. We have to accept the bad with the good or conservatives are no better. States are closer to being true democracies. Majority rule can be a very bad and scary thing. Our society's answer to that is elected representatives. If a State screws it up bad enough, they have the power to elect new representatives. Although here lies another flaw with CA; they are the closest thing to a mob rule with all their propositions. Without a strong Constitution, the minorities (farmers and ranchers) are in trouble.

      But don't kid yourself, this really is about control. It even said so in the article. The benevolent State government will hand out subsidies to the farmers and ranchers so they can stay in business. But only if they do business the way the government wants them to.
