Spectator (i.e. No gun in possession) no license or stamp required. Hunting she needs both

I'm pretty sure she does not need a federal duck stamp but needs license and state stamp/endorsement

Endorsements are included in youth license until 18 and you don't need a duck stamp until you hit 16. She good.
