A 50 hp should probably do it. A 70 hp or bigger would be better. The best money you will spend on an accessory item for a front end loader is a ratchet rake. I love mine for doing jobs like yours. The straps didn't last too long on mine so I converted it to chains and boomers. Easy on and easy off.

Goats do good work..as for tractor I had 56hp JD with 6f 3/8 thick deck..Could shred anything it could drive over..But in general 25/30 hp with 5f is loaded in ruff stuff...Once under control its a piece of cake..So someplace between above...Stump jumper are a must in ruff stuff..around here higher hp are cheaper than 25/30.. simply because they take less trailer..Talking used of course...and if you can get away with Tricycle Tractor they cheaper yet..just not too good on ruff hilly ground
Lots of great suggestions regarding tractors, etc. which can help you get the job done quickly.
However, you mentioned you were in no hurry and could do a little at a time.
So, I suggest one of the 'brush-type' mowers (heavy duty string mower). I got a Sears at a garage sale for a couple of hundred bucks and after using it into the ground, I got a Swisher (much better). From experience cleaning up a 15 acre site, I can tell you these things are great. Probably spend around $400 and have a great piece of equipment to use for years. Even though I am not doing the same heavy clearing I originally did, I still use it regularly for stuff that is too heavy/thick for a weed eater.
I bought a MF 202 industrial tractor, with a FEL and Heavy Duty 5' shredder, tractor was pretty worn out but it started, ran good and everything worked on it.
Got it cheap...Cleaned up my place. 7 acres of heavy brush and junk.
Then sold it and bought a new tractor to maintain it.
You Will ruin tires, tear lights, hoses, paint and everything else off of whatever tractor you use for the cleanup.
I would definitely go with a 5' shredder for cleanup. Much easier to maneuver.

What exactly are its uses? Flatten dirt and pull out small stuff?
It works really well on shallow rooted bushes. With just the bucket it tends to slide over them. The ratchet rake gives it some grab and pulls them out roots and all. It's also great for filling in potholes as well as taking grass off an area. Instead of shredding and leaving stubs that will regrow they get ripped out. It limits how deep the bucket will go so it won't get deep roots. But I've taken out some big cedars and huisache with mine. Push them over to where the root ball comes up. Back up and rip the roots out. I hardly ever take mine off but it's very easy to do.
