    Is a carport considered a temporary structure (crushed concrete pad) and have to be 10 ft off the property line?

    Not necessarily temporary, a carport in the IRC is defined as open on at least 2 sides. As for 10' off the property line would be ab HOA issue.

      10ft set back is also set by the city UDC development code

        Thanks for the responses. The neighborhood that I'm in is older and established. I'm sure there will not be any utilities added by I've been in trouble with the HOA before.

          Building set backs / building lines are established by the municipality. If the structure is attached to the house it is typically considered part of the house. If so, it would need to meet setback requirements.

          HOA is a separate, yet equally important, consideration.
