could be a clogged drain pipe

More than likely this is the problem. A lot of times debris will get down in that drain and clog it up. That is assuming they installed a drain line. Seems elementary, but I've seen things like that forgotten before.

sounds like condensation from the unit, run some bleach through the drain line as it sounds clogged.

If it was just installed, he more than likely installed the drain line to the unit with a p-trap, as he should, but if the trap has no water in it then the blower draws air back through the drain line keeping the water from draining out. The pan fills up and overflows. turn off the blower and make sure there is water in the trap. Unit will then drain.

Also make sure the line is capped

So its coming from the drain pan into the overflow pan that the unit is sitting on? If so you have a clogged drain or drain not working properly
