I have seen them drill holes in the exterior walls and spray in a paper mix on tv shows.
you might contact an insulation contractor

you can get the kind you blow in. if your top plate prevents you from blowing it in via the attic then you will need to drill small holes at top of wall inside and blow it down the wall that way.

An insulation company can do a "drill & fill" application.
